Based on the Haldane Equation, carboxyhemoglobin (COHb) will be increased by increasing the partial pressure of CO (ie., increased ppm CO), and/or by decreasing the partial pressure of ambient oxygen (ie., depleting oxygen). This means that one might die from CO poisoning at an air CO level not usually thought lethal, if ambient oxygen content is especially low, driving COHb up.
